With reference to paragraph 11 of my Despatch

above referred to, I have to state that I have come to the con-

-clusion that the establishment of a large Trust, on the lines of the Home Counties Public House Trust, having for one of its ob- -jects the acquisition for the Community of the profits arising from the sale of alcoholic liquors to the Public is not practic-

-able in this Colony.

It will be observed by reference to the Hong-

-kong Hansard for 1912 page 7 (copy enclosed for convenience of reference) that in laying before the Legislative Council the report of the Committee (enclosure 16 in my Despatch referred to above) which had been appointed to consider this subject, Sir F. Lugard said that the laying of the report was really in the

nature of the release of a ballon d'essai. The publication of the report has, however, produced no discussion in the local Press, in the Council, or in business circles. As I could not find that the policy of endeavouring to secure for the community the profits on the sale of intoxicating liquor commanded any support, I had an

interview with the members of the Committee, who were in the Colony, and the members of the Licensing Board. I did not find that anyone was in favour of the proposal and I, therefore, caused to be addressed to the Committee (on the return of Mr. C. M. Ede) a letter, copy enclosed, to which a minute of a meeting of the Committee on the 28th. November (copy enclosed) has been received in reply.
